Aplicación de las Técnicas de Análisis Regional al municipio Contramaestre

Abstract

En los últimos años se ha reforzado la importancia del proceso de planificación en las diferentes provincias y municipios a tenor con los Lineamientos de la Política Económica y Social del Partido y la Revolución. Actualmente este proceso adolece de la aplicación de las Técnicas de Análisis Regional, como elemento crucial en la etapa de diagnóstico del plan territorial en Cuba, lo que requiere un estudio pormenorizado de esta materia, encaminado a lograr la objetividad del proceso de planificación territorial. El presente trabajo tiene como objetivo la aplicación de las Técnicas de Análisis Regional en el municipio de Contramaestre. En el capítulo 1 se exponen las diferentes concepciones sobre desarrollo local. En el capítulo 2 se exponen las diferentes etapas del proceso de planificación territorial, las características y formas de calcular los Coeficientes de Análisis Regional. En el capítulo 3, aborda fundamentalmente el cálculo e interpretación de estas técnicas en el municipio de Contramaestre. Entre las principales conclusiones del trabajo pueden señalarse que en el período evaluado la estructura económica del municipio Contramaestre presenta diferencias moderadas con respecto a la estructura económica de la provincia, el valor creado en el municipio objeto de estudio creció en los sectores primarios y terciarios siendo más significativo el primero mientras que en el sector secundario el valor creado fue cero. Y que el municipio presenta mejores condiciones productivas que otros municipios, y sectores de rápido crecimiento a nivel de provincia.

In the last years the importance of the process of planning has been reinforced in the different counties and municipalities to tenor with the Limits of the Economic and Social Politics of the Party and the Revolution. At the moment this process suffers of the application of the Techniques of Regional Analysis, as crucial element in the stage of diagnosis of the territorial plan in Cuba, what requires an itemized study of this matter, guided to achieve the objectivity of the process of territorial planning. The present work has as objective the application of the Techniques of Regional Analysis in the municipality of Boatswain. In the chapter 1 the different conceptions are exposed on local development. In the chapter 2 the different stages of the process of territorial planning, the characteristics and forms are exposed of calculating the Coefficients of Regional Analysis. In the chapter 3, it approaches the calculation and interpretation of these techniques fundamentally in the municipality of Boatswain. Among the main conclusions of the work they can be pointed out that in the evaluated period the economic structure of the municipality Boatswain presents moderate differences with regard to the economic structure of the county, the value created in the municipality study object grew in the primary sectors and tertiaries being more significant the first one while in the secondary sector the created value was zero. And that the municipality presents better productive conditions that other municipalities, and sectors of quick growth at county level.
