Estimación del grado de autonomía financiera municipal en Santiago de Cuba. Propuestas

Abstract

La presente investigación se realizó en las direcciones provinciales de ONAT y de finanzas y precios, con el objetivo de analizar el grado de autonomía financiera del municipio Santiago de Cuba para contribuir a formular mejoras al proceso de presupuestación local. Mediante una investigación exploratoria se observó que estas entidades presentan factores que limitan a este proceso entre los que se destacan la no cuantificación, evaluación ni el empleo como herramientas para el proceso de toma de decisiones. Las técnicas utilizadas en esta investigación fueron la cualitativa mediante la evaluación y entrevistas a expertos, técnicas de trabajo en grupo y la cuantitativa con las estadísticas matemáticas, la econometría a través de la regresión lineal múltiple, el alisamiento exponencial procesadas con el paquete profesional SPSS v. 22. Como principales resultados de este estudio se propone un esquema para el análisis del grado de autonomía financiera, compuesto de cuatro pasos en que se diagnóstica, se identifican variables, se calcula y evalúa el grado autonomía financiera real y el obtenido mediante la regresión y el alisamiento exponencial y se propone un plan de acción con el fin de formular mejoras al proceso de presupuestación.

The present investigation was carried out in the provincial offices of ONAT and finance and prices, with the objective of analyzing the degree of financial autonomy of the municipality of Santiago de Cuba to help formulate improvements to the local budgeting process. Through exploratory research it was observed that these entities have factors that limit this process, among which the non-quantification, evaluation and use as tools for the decision-making process stand out. The techniques used in this research were qualitative through evaluation and expert interviews, group work techniques and quantitative with mathematical statistics, econometrics through multiple linear regression, exponential smoothing processed with the professional package SPSS v. 22 The main results of this study are a scheme for the analysis of the degree of financial autonomy, composed of four steps in which it is diagnosed, variables are identified, the degree of real financial autonomy and the one obtained by regression and smoothing are calculated and evaluated. Exponential and an action plan is proposed in order to formulate improvements to the budgeting process.
