El burocratismo y su influencia en la opinión que del sistema político poseen los habitantes de la Comunidad de Alta Vista del municipio Santiago de Cuba

Abstract

Las burocracias modernas presentan características y manifestaciones negativas que influyen en el desempeño social de los individuos que concurren a recibir servicios directos de las entidades estatales y que condicionan negativamente la opinión del individuo respecto al sistema político y el Estado generando concepciones y opiniones que se ven justificadas en vivencias similares por un número mayor de individuos del contexto en que se desenvuelven. Por lo antes expuesto, en la presente investigación nos hemos propuesto determinar cómo influye el burocratismo de la oficina de trámites de la vivienda del Distrito No.4 en la opinión que del sistema político poseen los individuos residentes de la Comunidad de Alta Vista del Municipio Santiago de Cuba, para elaborar un plan de recomendaciones que pueda conducir al planteamiento de medidas que permitan la minimización de su impacto negativo. Sosteniendo como hipótesis que el burocratismo influye directamente en la opinión negativa que del sistema político poseen los individuos residentes de la Comunidad de Alta Vista del Municipio Santiago de cuba. Para ello nos basamos en los supuestos teóricos del enfoque del hecho social de Emile Durkheim, la Teoría del Funcionalismo Estructural de Talcolt Parsons con sus concepciones acerca del acto unidad, el voluntarismo y la verstehen; y el modelo estructural funcional de Robert Merton con sus ideas acerca de la disfunción, y las funciones latentes y manifiestas; la Teoría del Interaccionismo Simbólico de George H. Mead con sus planteamientos acerca de si mismo, el acto, y la interacción; y las concepciones de Marx Weber acerca del burocratismo; y la Teoría de la Estructuración de Anthony Giddens (de la cual tomaremos algunas ideas generales sobre los agentes o actores, y la conciencia practica y la conciencia discursiva). Y de la sociología política, las ideas de Michel Foulcault referentes al sujeto y al poder; entre otras. Integraremos la metodología a través de la triangulación como estrategia metodológica refiriéndonos a aspectos socio demográfico y emplearemos como técnica, la observación, la entrevista y la encuesta. El trabajo consta de un resumen, una introducción, tres capítulos, un plan de recomendaciones, conclusiones, recomendaciones, bibliografía, y anexos.
